Goede keizers zijn almachtige heersers – maar slechte ook. Hun onderdanen kunnen in de praktijk niet veel anders doen dan buigen en gehoorzamen. Ze kunnen hooguit hopen dat een goede keizer blijft en dat een slechte wordt vervangen. Geregeerd worden betekent afwachten, dulden en verdragen en vooral niet zelf iets doen. Keizers zijn het product van de Romeinen. Rome was ooit een republiek, maar uit politieke onmacht werd het een keizerrijk, waar één man met zijn aanhang alles besliste.
